    On Friday, May 12 th , the Massachusetts Executive Office of Health and Human Services (EOHHS) announced its intent to submit a Request to Amend the MassHealth Section 1115 Demonstration to the Centers for Medicare and Medicaid Services (CMS) on June 26, 2017 and related State Plan Amendments (SPAs) thereafter. The Demonstration Amendment Request outlines the specific authorities being requested from CMS to ensure the sustainability of the MassHealth program while retaining access for vulnerable populations. Specifically, the Demonstration Amendment seeks authority to limit non-emergency transportation in the MassHealth CarePlus program, except for transportation to substance use disorder (SUD) services, to modify eligibility criteria for provisional eligibility, and to continue existing coverage of certain former foster care youth. Related SPAs addressing these changes will also be submitted pursuant to CMS requirements. 


    EOHHS will accept comments on the proposed Demonstration Amendment including the related SPAs (collectively the “proposed Amendment”) through June 12, 2017.     Yesterday's MAA Annual Dinner & Legislator of the Year Ceremony was an elegant networking event attended by more than 90 ambulance leaders from across the state. Attendees mingled, dined, and discussed current industry issues, then honored State Representative Geoff Diehl as 2016 Legislator of the Year.

     Representative Diehl has shown longstanding commitment to a variety of issues impacting ambulance services and their ability to continue providing their communities with excellent healthcare.

    In 2015, Congress passed the Medicare Access and CHIP Reauthorization Act. This law requires the removal of Social Security numbers from all Medicare cards by April 2019. This new initiative is referred to as the Social Security Number Removal Initiative (SSNRI). The new Medicare card will have a completely different and randomly assigned identifier that will be 11 characters long with a mix of numbers and uppercase letters. This is called the Medicare Beneficiary Identifier (MBI). Starting around April 2018, the Center for Medicare and Medicaid Services (CMS) will start mailing out the new Medicare cards in phases, since there are approximately 60 million beneficiaries on Medicare. If a beneficiary is new to Medicare after April 2018, the beneficiary will receive the new MBI Medicare card.

    The Centers for Medicare and Medicaid Services (CMS) established a transition period from April 2018 through Dec. 31, 2019. During this transition period, either the current Medicare card or the new Medicare Beneficiary Identifier card will be accepted. After Dec. 31, 2019, only the Medicare Beneficiary Identifier card will be accepted.

    The board of the Massachusetts Ambulance Association is proud to announce that Representative Geoff Diehl was selected as the MAA 2016 Legislator of the Year.

    Representative Diehl was chosen as the result of his tireless efforts to ensure continued EMS excellence in the state of Massachusetts. In his own words, "I am proud to support your ambulance companies and EMS services. When my constituents, and the people across the state, have an emergency, I know that there is reliable service on the other end of the phone, ready to help them in an instant. However, that reliability requires a unique commitment and determination. That's why I am always ready to help ambulance and EMS services with the legislative initiatives needed to allow your work to continue unabated. As a community, we are grateful for always being there for us."

    The MAA is deeply grateful for the support of Representative Diehl, and looks forward to formally recognizing him February 9 at the association's Annual Dinner and Legislator of the Year Awards.

    Yesterday, ambulance industry professionals from 23 companies across four states convened at Professional EMS in Cambridge for the 2016 MAA Best Practices Summit

    The Summit featured short, intense peer-to-peer education on topics ranging from transporting Ebola patients to mobile integrated health to the Coverdell Stroke Collaborative.
